The current report is an analysis of the available information on the military offensive initiatedby Azerbaijan with the supportof Turkeyon 27 September 2020 against Artsakh and Armenia. The armed hostilities continue at the time of the writing, despite thetemporary humanitarian ceasefireagreement of 10 October.

The report elaboratesonthe background of the conflict, international legal aspects of the self-determination and statehood of Artsakh, preparation and execution of the aggression, war crimes, as well as the recruitment and use of mercenaries jointly by Azerbaijan and Turkey.
